Sexual Assault Prevention & Response

Eligibility:

- All active duty members, dependents of AD (18 y/o), and DoD civilians (GS and NAF) are eligible for restricted or unrestricted reporting options.
- Any non-eligible individuals will be referred to an appropriate on or off base agency as the situation necessitates, as the individual chooses.

Support Options Available:

- Medical Treatment
- Forensic Evidence Collection
- Counseling through Mental Health, Preservation of the Force and Family, Chaplain (100% confidentiality), Military & Family Life Counseling Program, or off-base agencies (i.e. Shelter House, Military One Source referrals)
- Representation and legal advice from the Special Victims’ Counsel (SVC) and/or Area Defense Counsel (ADC) as applicable and based on eligibility
- Coordination with Victim and Witness Assistance Program (VWAP) rep from base legal office for any persons choosing to participate in the military justice process
- Referrals for non-incident related stressors (i.e. Marriage or Relationship strain, Anger and Stress Management, Financial Planning, New Parent Support Program)

Type's of Reports:

Restricted Sexual Assault:

- Confidentiality protected while services extended.
- Chain of Command is not notified.
- An investigation does not take place.
- Victim Advocate will attend to the member's needs and provide supportive, advocacy services
- Member receives (if desired) medical treatment, forensic evidence collection, free and confidential legal advice/representation through the Special Victims' Counsel, counseling via Mental Health and/or Chaplain, off-base referrals.
- Member's can always convert a restricted report to an unrestricted report at any time.

Restricted Sexual Harassment: 

- This reporting option allows eligible members to confidentially report sexual harassment and retrieve victim advocacy services from the SAPR
office. This option does not trigger an investigation or notification to the members chain of command, or the base EO office. Unless there is written consent from the member, or if there is a clear and present risk to health and safety to the the member or another person, as determined in consultation
with the servicing legal office.

Unrestricted Sexual Assault:

- Chain of Command is notified.
- An investigation will take place.
- Victim Advocate will attend to the victim's needs and provide supportive, advocacy services.
- Member receives (if desired) medical treatment, forensic evidence collection, free and confidential legal advice/representation through the Special Victims' Counsel, counseling via Mental Health and/or Chaplain, off-base referrals.
- Member cannot convert from unrestricted to restricted at any point in time.

Unrestricted Sexual Harassment:

-This reporting option allows service members to report sexual harassment and receive advocacy services from the SAPR office. Unrestricted reports
will result in a SARC or SAPR VA notifying and conducting an in-person, virtual, or telephonic referral with the service members commander and installation EO office to initiate an investigation of sexual harassment allegations.

Independent Investigations:

- If a victim tells any member of law enforcement or their command then an Independent Investigation will take place; if the victim desires to formally report then the only option is an unrestricted report.
- If a victim tells a friend who in turn notifies law enforcement of their chain of command then an Independent Investigation will take place; if the victim
desires to formally report then the only option is an unrestricted report.
- To preserve a victim's right to restricted reporting, contact the SAPR office first.

*MANDATORY REPORTERS*

- Direct Chain of Command (Unit CC, First Sergeant, Superintendent, direct
supervisor/rater)
- Any member of Law Enforcement (AFOSI, SFS)
- Fellow airmen, co-workers or senior members of the unit who are NOT in the direct chain of command are NOT considered a mandatory reporter and are encouraged to accompany the victim to the SAPR office or call the 24-Hour Hotline for assistance.
